He gives Shevek a connection to people who know Odo not as a historical founder on a distant moon but as part of their own suppressed political tradition. Maedda helps bring Shevek to the labor demonstration in Nio Esseia. The state attacks the gathering, and his fate after the massacre is not clearly resolved.
